You basically won't ever get the full experience of any of the zone-of-expac zones (Silithus, Blasted Lands, Netherstorm, Shadowmoon, Icecrown, Storm Peaks, TWilight Highlands, Dread Wastes, Veil of Eternal Blossoms, Nagrand, Tanaan Jungle) unless you play inoptimally by not moving on to the next expac for higher XP rewards and better gear.
It is also possible to level entirely with dungeoneering nowaways, especially with the random bonuses. It can get a little tedious at some points, though, especially when you hit WoD and have exactly one (1) dungeon option for the first two levels - the worst showing ever in WoW history.
