BDN is thinking independence, which means at some point you need a brig and justice department. Those eat up space too, and you probably want them isolated so that the prisoners aren't stored right next to the armory and oxygen tanks. That seems bad, right?

Thoughts on Civ VI so far:
Diplomacy being more intricate than in previous games is a big plus in my books. The AI leaders feel much more unique with their behavior.
I really like the way policies, civics and governments are handled. Much like how in Civ V you could eventually pick one of the modern ideologies (Fascism, democracy, communism), you can now pick a government form starting in the classical era and then assign your policies depending on your situation.
Districts are love, districts are life. They're a neat mechanic of specializing certain city tiles. Wonders taking up tiles like districts do also kind of balances things out a little.
Religion, trade routes and espionage are actually part of vanilla this time, which was probably one of my biggest gripes with Civ V vanilla. There's even a religious victory condition now which is kind of cool, but probably a pain in the ass to actually achieve.
My biggest complaint so far is probably the absence of the World Council and thus the lack of being able to score a diplomatic victory. I really liked that mechanic in V.
All in all, Civ VI vanilla is on par with Civ: BNW, but with elements from Civ IV added to it. VI certainly has more depth to to it than I thought it would and it might grow to be my favorite of the series so far.
