To get there I think you need to climb the mountain path past the painter girl (knock down the rotten trees for shortcuts). There is a cave near the top, and the cave leads to a room full of fly men. Either jump down (with the cat ring) or punch one of the walls a fly is staring at to reveal stairs down.
If you cross to the other side on the top floor, there is a door there that loops right back to the chapel.
Open the chapel shortcut, go back, go to the bottom floor and look around the pillars for a mechanism.
